Manolo Saiz, implicated in the Spanish doping scandal, was granted a Pro Tour racing license for his cycling team Monday by the sport's governing body. Team Astana, formerly called Libertry Seguros, is led by Spanish Vuelta champion Alexandre Vinokourov. The team is owned by Active Bay, and Saiz is a major shareholder of that company.
